Logging into Modeshift STARS
Once HCC’s Travel Planning Team has added you to the Modeshift STARS platform you will receive log in details directly from Modeshift STARS. You can use those details to login via: Modeshift STARS - Travel Plan in Education, Business & Communities

The following documents (and some additional information) can be found under the 'Guidance List' tab at the top of the Modeshift homepage. The key documents have been added below for ease of access during the initial registration and initiation process.

- Modeshift STARS business initiative and evidence worksheet: An Excel workbook to help you monitor and keep track of your planned, delivered and evidenced initiatives. Tip: share this spreadsheet with relevant departments within your organisation (HR, Facilities, Climate Change) and ask them to indicate any existing initiatives that were implemented within the last three years. You can then add them into travel plan.
Evidence
Modeshift STARS requires that you evidence the initiatives you add to your travel plan. Remember to make a note of how many employees your initiative reaches and consider how you might evidence your efforts. This could be done with:
- Photographs or screenshots
- Examples of staff comms- emails, newsletter, social media, webpages etc
- Maps/ diagrams/ surveys
- Examples of resources- presentations, worksheets, competition entry forms
- Summary reports
- Policy documents
Staff travel survey
To achieve accreditation your organisation is required to have an up-to-date staff travel survey which has been completed within the last year. You can create your own staff survey, create a survey using Modeshift STARS or utilise one of the survey templates within Modeshift STARS.

Three questions to get you started
If you are creating a completely new travel plan or hoping to update and refine an existing one, it would be useful to consider the following questions. The answers to these questions can be added to your Modeshift travel plan.
What are your overall aims and objectives for the Travel Plan?
Aim (example): To manage travel to and from the site in a safe and sustainable way.
Objectives (examples):
- Reduce the number of car-alone journeys.
- Increase active and sustainable travel amongst staff.
- Improve facilities/services that enable active/sustainable travel.
- Improve staff health and well-being.
- Educate staff on the benefits of active/sustainable travel.
- Support the County's aim to improve air quality.
What is your SMART target?
Modeshift requires that you set a target. For example, reduce single occupancy car use by 1% by the end of the year. Your target should be SMART, for example:
Specific: promote the benefits of walking to work to achieve a 1% increase in staff walking all or part of the way to work.
Measurable: Use a combination of surveys and car park statistics to determine modal shift before and after interventions.
Achievable: 1% modal shift goal is an achievable and accessible change for staff.
Relevant: A 1% change will impact car usage, improving air quality and reducing congestion/parking needs.
Time-bound: We aim to achieve this target by (date).
Who could be in your working group?
A working group is not obligatory in the early stages of the Modeshift STARS’ accreditation process, but it is a good idea to have one in place. A working group helps to identify and implement initiatives and is a requirement of the higher levels of accreditation. Think about the people in your organisation who play a part in determining how staff travel. This could be HR, facilities, senior management and existing keen sustainable travel advocates.
Accreditation submission process
Travel Plans can be submitted for accreditation at three points throughout the year. The submission and quality assurance process will take a total of one month.
- Submission dates: 31 March, 31 July, 31 December
- Upon submission, HCC’s Travel Planning Team has two weeks to undertake quality assurance and approve/reject applications. If rejected, we will let you know what changes need to be made.
- Once approved by HCC’s Travel Planning Team, Modeshift has a further two weeks to complete Quality Assurance and inform applicants of the outcomes.
- Once approved by Modeshift, you will receive a Modeshift logo which denotes your accreditation level to use in your communications.
